Tribal Employment Rights Ordinance (TERO)

The TERO Commissioners are responsible to implement the San Pasqual Band of Mission Indians Tribal Employment Rights Ordinance. The primary purpose of the TERO program is to enforce tribal law in order to insure that Indian Preference is given to qualified Indians in all aspects of employment, contracting and other business activities. The Commission has full power, jurisdiction and authority to promulgate the tribal employment rights of qualified Tribal Members, Lineal Descendents and Other Native American Indians on or within a reasonable commuting distance of the SPBMI Reservation, require covered employers to establish or participate in training programs as necessary in order to increase the pool of qualified Indians on the San Pasqual Reservation, establish a skills bank and impose a requirement that no covered employer may hire a non-Indian until the tribal skills bank is certified that no qualified Indian is available to fill a vacancy, impose a TERO tax on all contractors doing business on the reservation or Tribal
Government and its enterprises.
